This guy isn't over-estimating his qualifications; he's straight-up lying about them. It's like he discovered epigenetics and went down a ChatGPT-induced spiral until he managed to make it seem plausible that it's your hormones that turn your sex genes on and off.

For one, it's the presence or absence of the Y chromosome that determines which gametes your body will produce, which, in turn, determines your reproductive configuration, as your cells will largely organize around your gametes. The organs and glands in your endocrine system send signals out that regulate which hormones you're producing and when. Remember, hormones aren't just sex hormones; we're talking adrenaline, insulin, growth hormone, etc. If we narrow it down to sex hormones only, these are controlled mostly by your testes or ovaries. They determine your secondary sex characteristics (but we don't judge someone as male or female based on the presence, absence, or fullness of a beard, for example), though they obviously do much more than that.

Troons and poons tend to overlook the last part of that sentence, hence why screwing with your hormones isn't a good idea. Seriously, they do more than cause body hair, vocal changes, breast development, and fat distribution. In fact, that they have that kind of influence over the body should be a huge red flag that messing with them can cascade into a number of health issues that go far beyond these characteristics and can affect your bone health, heart health, etc.

Suppressing and injecting hormones in different doses than what your body is programmed for doesn't turn genes on and off. Epigenetics is a fascinating thing, but sex doesn't work like that. Even Bruce Lipton, biologist and author of The Biology of Belief, wouldn't make that argument. Heck, even Michael Levin, who can play with a body like it's an Elder Scrolls character creation using biological electricity, wouldn't make that argument. This is partly because the 'hardware' for male sex genes lies within the domain of the Y chromosome. You can play around with the software all you want, but an excess of estrogen and progesterone isn't going to turn on 'female' genes within your chromosomes.

I'd love to know what papers he published and what he argues in them. He sounds like Simon Sun, a bald Asian troon who once argued that estrogen and testosterone are not female and male sex hormones respectively, but are sexless. Meanwhile, he was on estrogen.

Sex expression is NOT solely due to hormones. Genes are responsible for that, and the SRY gene on the Y chromosome is responsible for male development. Taking HRT doesn't turn your SRY gene off because it doesn't do that. You're simply replacing testosterone in your body with estrogen.
