Minnesota doesn't do the prison hand-offs that states like Arizona or Florida do.

MNDOC does, but St. Paul police and Minneapolis police don't from County jails. As far as I know, someone has to be convicted and sent to prison in Minnesota before ICE gets involved with their case; therefore it's retarded sanctuary laws or something like that.
