I dunno about "absurdly terrible," it takes years for someone to get good at jiu jitsu and I'm not sure it's sensible as a baseline expectation. It seems like one of the agents noticed he had a gun, probably yelled "gun" (drowned out in footage by whistling but notice a lot of agents run over to them). Everyone piles on trying to control him, he either grabs the gun and fires or else moves his hand towards it and an agent freaks out and fires. Then everyone backs off and someone magdumps.

This is after that ice agent reached for the guy's waistband without a gun in his hand and then magically has a gun in his hand after reaching for the suspects waistband. Idk man.
