Assuming it's not just old-school /pol/ bullshit and the report actually existed, the idea was that by the Clinton-era pentagon's best estimations, it would require about 3-4% of the American population to
actively engage in guerilla warfare against the US government to pose a genuine risk of overthrow, including an assumption that roughly 10% of the active-duty military would turn against the government as well to support the uprising.
They didn't mean just yelling at ICE agents in the cold and occasionally getting run over or shot. They meant destroying bridges with explosives, sabotaging infrastructure like telecoms and electrical substations, disabling civilian police equipment, blocking mass transit systems and roadways to heavily impact military movements, taking hostages, torching gov't facilities, stealing military weapons and equipment ... actual Afghanistan-style guerilla warfare tactics, real violence and destruction, and literal blood on the streets. "Success" also depended on outside entities (Russia, Mexico, etc.) taking advantage of the chaos and landing troops, materiel and/or supplies by air and sea to support and encourage the rebellion. Possible, but not guaranteed.
Ironically the report allegedly also warned the feds against destroying and harassing American militia groups, as they'd be a likely defense mechanism
against such an uprising if it came down to it (one of the original purposes of the 2nd Amendment).
She's a fucking idiot for even suggesting 10+ million people are ready to lay down their lives to risk that kind of activity and Kimmel's a fucktard for allowing that to go unchallenged on the air. We're nowhere near that position (and we won't be -- even the Biden administration would have cracked down on anything like that trying to form; that shit's been planned for by the deep state
and the military for decades now). It's open sedition to encourage and broadcast it though. If tyranny really does ever descend upon this nation, and black-bagging begins in earnest, those two are going to be on the first helicopters.
