not quite. unchurched christians are those christians who should actively be seeking out the church. as explained yesterday, just saying you're a christian is not enough. you need to behave that way. the intent is that if an entire country's population converts to devout christianity, or if someone who is looking for christianity comes here, then they are part of the groups that should be let in. i agree that it's dangerous because you can't truly vet someone's desire to be christian, but i'm sure fathers could come up with tests.
