Because their underwriting departments have done the math and have calculated exactly just how much money they can extract before the person is so underwater they'll never be able to pay anything back ever again. This includes who they can sell the debt to after the person stops paying and they've exhausted all legal measures they can take, and any extra-legal measures they believe they can get away with.
When trump was talking about H1-Bs, he was talking about skilled worker knowledge transfer, and brought up the Hyundai battery plant being constructed as an example. Not Indians. If you want to have more semiconductor (or any other advanced technology) capacity in the US, you do in fact need to bring in specialized knowledge from, say, Taiwan to build the plant and teach Americans how to use the equipment. This is standard behavior when building factories in other countries.
While this is true, it doesn't change the fact that that well has been
thoroughly poisoned. The temporary worker visa programs that are intended for the very purpose you describe have been abused by Indian hordes for
decades. For 30+ years, people have been told that we're importing only the best and brightest only to see hordes of incompetent, nepotistic yes-men displace all the home-grown talent. Someone who sees that happen often enough is going to eventually learn that "We need skilled workers" is coded language for "We want hordes of pajeet slaves."
