Ideally you shop at costco/sam's club, ideally you go in with friends and get a quarter cow in your fridge. I get that's not something most people can do but everyone can meal prep. I cooked up 5 lbs of ground beef last weekend and now I have 16 dinners that take zero effort. I buy flour and make bread, I buy pizza flour and make my own pizza and it all tastes better and not full of god knows what.

Rice is cheap, buy a 20 lb sack, get a protein, like chicken, or eggs, and a rice cooker if you're lazy and you can eat quite cheaply. I'll use S&B Golden curry powder, or just cook an egg in there, lots of options and scales well for a family. Honestly though you can buy a pack of steaks for the price you would pay ubereats for fast food.

I would shop at dollar and discount stores if you're tight on cash. Also learn what water fasting is and don't be afraid to skip a meal to save money.

no because generally universal Healthcare means you're not paying for things privately and the government is just acting as the insurance company.
This means you have the same difficulties with getting things denied, limited options, since all the spending on care has to be justified. It also typically results in long wait times since you can only go through approved options with approved providers and everyone is doing the same thing.

It seems like what he's suggesting is that the money be deposited into an HSA account which people can use as they wish. You could use that money with no real oversight so long as it's for approved HSA related purchases.
Medications, doctors appointments or keeping a doctor on retainer for a monthly fee (more popular these days since appointments are longer and care tends to be better), lab work or scans like body composition or bone density. Sometimes even supplements. And of course hospital bills.

And often if you're paying cash you get negotiated pricing (including hospital bills although it's a pain to do) and presuming it's something they'll give pricing on ahead of time, you could comparison shop to get the best pricing in your area which encourages competitiveness especially if paired with price transparency laws he's floated before.

Universal Healthcare is a headache to navigate and can lead to things like MAID in Canada because if the government has to pay for everything sometimes they decide it's easier to pay to put you down since it saves them money and they're probably going broke. Also because they hate you.

Universal Healthcare = Medicare for everyone
