Moon, which the Holy and Most Puissant 10th Circuit Court of Appeals ruled as having a plausible claim (or some such) and sent back for interminable litigation in the District Courts. But yes, of course, this order saying the admin is likely to succeed on the merits should certainly put the fear of SCOTUS into the lower courts.
