What is tragic (from Will’s POV) is that not only is he obsessed with “bullies,” he also lacks all understanding of them.
He seems to think that there is one discrete class of human called a “bully” who is completely at odds with the rest of society, when in real life most bullying emerges from group dynamics and is done as a way to reinforce social status.
You can roughly divide kids who bully into two types, the “popular” bully (who does it to reinforce his place in the pecking order) and the “victim” bully (who beats up other people because he’s being molested at home). In neither case is “fighting back” guaranteed to work if you are someone like Will, i.e. if you’re someone with lower social status and without widespread peer support.
If you fight back against the popular bully, you’ll just be the weird aggressive kid who punched Mark from the football team for no reason when he was just lightheartedly teasing you (What a jerk! We all love Mark!). If you fight back against the victim bully he is likely to just beat you to a pulp, or just just bring a knife to school tomorrow and shank you. Fighting back can work well with some kinds of casual bullying without any ingrained power differential involved (kid on an opposing soccer team who’s always making snide comments at you until you punch him), but i doubt that was primarily the type of bullying Will experienced.

To the extent that Will is being bulled on Twitter right now, he is dealing with the “popular” type of bully: they are picking on him as a group bonding exercise. Bullying Will is done primarily to gain attention and admiration from onlookers and from others in the group. Will’s need to “fight back” (engaging with them) merely creates more content and amuses the “bullies” even more, but he keeps insisting that it’s the best path forward even as he’s metaphorically getting his head dunked in the toilet.
