he did not pardon him, he commuted his sentence. A pardon terminates the sentence and expunges the charges from your record. A commutation only terminates the sentencing, the charges stay on your record. Santos will still be considered a convicted felon, with all the difficulties that comes with, e.g. barred from voting in elections, barred from purchasing/owning firearms, difficulty in getting lines of credit (especially with felony fraud and identity theft charges), difficulty in finding employment, etc.. Santo's connections may help him with some of those issues, but those first two I mentioned will follow him for the rest of his life. he could appeal to have his rights restored, but since he was charged federally the president would be the one who ultimately approves the appeal, and if Trump wanted to restore his rights he would have just pardoned him, since a pardon does so automatically.
