They couldn't have a primary because they were already starting to fracture after the loss in 2016, and their universal opposition to Trump was the only thing motivating them to cooperate in 2020. If Biden drops out before primary then the DNC civil war starts in 2023. He was the least bad of a no win situation.
They had 200 million iirc when Biden dropped out. Kamala wasted 1500 million. The DNC would of happily ran a better candidate with 1.3 billion than Kamala with 1.5.

Honestly, these PSAs at the end of the episodes went completely over my head, and were boring to me. But going back and watching Captain Planet again as an adult, there was definitely a strong anti-human vibe throughout the entire cartoon. Honestly, that kind of anti-human sentiment was one of the defining features of the wider "Save the environment, kids!" portion of the 1990s zeitgeist.
