Even in Yemen, Somalia, and Pakistan they have ground observers for drone strikes. What that means for a boat target is that the CIA probably has a guy loading the actual drugs into the boat, driving the guys to the boat, watching it all happen, or whatever; then confirming yep, that's a good target. Then some Navy guy gets a mission greenlight
