To be fair, this is more of an international-students-only program, rather than an Indian-only program. I would hazard that the way Indian education works, the certification is viewed as equivalent to a foreign undergraduate degree. But unless there's something I don't understand about a "Master of Science in Accountancy" degree, I don't know why it's not open to Americans. Maybe it's like a law school LLM program, where the only purpose of the program is to give certification to foreign students who want to work in America, pass the CPA licensing exam, etc.
