It's usually based on interaction, so like, if you're watching a stream and you comment a bunch, you're more likely to receive a sub.

If there's more gifted subs than viewers though I believe they just pile up and get given to new viewers who join.
Included in those new viewers though I believe hovering your mouse over a stream makes it so you're a viewer as long as the stream is technically running, even if you aren't specifically on the streams page.

I saw Lambrini Girls at a festival during this summer, it was the only concert I abandoned after a couple of songs. It was like baby's first punk band. Musically super generic, lyrics written by a 10 year old and the drummer is some sort of faggot or trans, don't remember. They were all in on anti-government, anti-cops, pro-fags and pro-trans, and that's it. No nuance, no talent, no actually inteligent lyrics, just a screaming banshee yelling "fuck cops" for low IQ activists.

EDIT: Forgot to mention that in between songs, the drummer went on a speech about how straight people needed to be allies, needed to speak out in defense of fags and trannies, silence is harassment, being supportive isn't enough and one must fight alongside them, either you call out sexism/homofobia or your a fascist bigot etc. Oh, and of course the requisite "Free Palestine" at the end of the speech.
