It was also that there was no verification of the age of the performers in the videos, and there was credible evidence that they were (whether intentionally or not) hosting CSAM. They weren't worried about government intervention so much as payment processors dropping the hammer on them. One of the "stronger requirements" they impose on adult service providers is "no CSAM / must take reasonable efforts to prevent CASM."
