Its a made up 'out' so that elected officials don't actually have to do anything. They can blame the faceless monster while still getting elected while never having to vote on a bill/law.
The Senate writes its own rules. This means someone needs to determine whether or not the rules are followed, someone the entire Senate can respect as having validly interpreted the rules. Thus the parliamentarian.

What he's trying to make in its place would be a community based law enforcement organization, I don't care how much leftists scream about law enforcement existing is oppressive unless they're a braindead anarchist communist they recognize its need. What he's trying to do is prevent crimes from happening in the first place and if a crime is already happening then you get the police involved.
