Smallish town: you can have a couple of buses to move people around, Basically no extra infra structure needed, its fast to step up and cheap.
Mid size city: great for starting public infrastructure or
Bigger denser cities? Installing a good dense redundant network helps alleviate any other rail system, they can reach less popular spots making commuting publicly more viable and if your rail system crushed due to a blackout you have an alternative wish can at least move a decent volume of people.
The bus is an ace of public transportation, it's cheap, versatile, and easy and fast to set up.
