FUTA is 6%. It is reduced by the amount paid to SUTA (State level), with 0.6% being the floor on the federal amount. There are further complications because every state is different, and rates change based on factors.

In addition to the regressive Payroll Taxes the government piles on a number of other costs to employment. Large employers ameliorate these costs over their large employee base. A small business effectively hits a series of cost cliffs the more employees they hire. The cliff from hiring the 50th employee really sucks (from what I recall).

It's almost like the regulations were intended to suppress employment and small businesses.
