See that three story building?
Have searched every single ranch, zoo, farm, petting zoo and horse training center both in Tampa and Sarasota FL. Came up with nothing.
Broadened my search to any place that remotely deals with horses, nothing.
This doesn't have to mean anything. Just letting you know that from photos and google street view that red building isn't visible in any place that deals w horses.

There's only 1 thing that hurts your theory, he's the only person on the photo. If it was a campus, and especially a school event, there'd be other kids in the shot. I won't deny it could be where he took the photo, but I think that you're not likely to find him without atleast trying to check the public spaces like parks and green areas (those outdoor places along the streets with a bunch of trees, many of them are in the big cities of europe, can't speak for america I don't live there, but maybe they have these places too)

Its a Nothern, likely Jersey, LIkely Rutgers, building. Red brick, white keystones. The bottom floor has a unique window trim compared to the other two. Institutional picnic tables etc.
It most resembles building surrounding Damarest Hall of Rutgers University in New Brusnwick NJ,
Such as Pell Hall. You see the windows match, the brickwork and pattern match, so does the chimney at the top and the eaves and fascia of the roof.
Due to the location of the trees I believe it more to be Wessels Hall
It could be Hegemen Hall, but not the other two as the rooflines are different (barn style roofs instead of pitched). These are dorms.
