I'm not an ex-googler, but I have worked in big tech. Leveling at a FAANG is pretty cutthroat. However, a L6 engineer (see levels.fyi) is broadly considered staff (senior+) and people can camp out there for years so long as they can handle the politics and produce results. Additionally, if they're in a protected class it's much more difficult to build the case to force an exit. His career path might have been: hired in a L3, made it to L5 in 3-4 years, then promo'd to L6 SWE, hung there for 4-5 years, and then switched to the manager track -- which essentially starts at L6 (levels.fyi)... almost no one will be a manager and not the equivalent to L6. Generally speaking, if someone wants to get to L7+ it's pretty difficult, and I've known people who will work 70+ hour weeks to try and make it happen. The only way to continue to make 700k-1M+ salaries is to get promoted, otherwise, the refresher grants level out and all you're really left with is base comp (you can click on the levels.fyi cells to see salary info).

I'm not ex-google either, but your experience has been pretty close to mine in a closely related big tech company. The difference is that it felt like the higher the level, the less actual 'work' that impacted the business mattered. It becomes a political game. How many people know who you are and what favors you owe and are owed. The responsibilities are greater than what one person can handle and a lot of people leave, or build up a network to protect themselves.
