I think that maybe, aside from what you pointed out about the county size, the reason why Weber gets appointed in "virtually every child protection case" (assuming that's remotely true) is because people aren't exactly clamoring to become public defenders.
I'm sure it can be different by state but from my understanding public defenders are usually "new" attorneys that are working their way up. Pretty much no one wants to do it their entire career. Sometimes an older, more seasoned lawyer will take a P.D. job for different reasons. If it's considered a state job there must be a few decent benefits. Maybe a bit less stressful than running your own firm.

Kandiyohi County has a population of under 44,000 people. It has three judges. The amount of public defenders they have on staff is probably perfectly reasonable and proper for a population of that size. Conversely, it's probably unreasonable and a waste of public resources for them to have more.
