I imagine it's a process they probably have to do interviews, home inspections, make sure the paperwork is all in order for them being registered fosters, the fosters probably have to be drug tested also. I have no experience with CPS so I could be totally wrong. It does say that 30-90 days is the longest possible amount of time that CPS has to make their recommendations though so I assume that it can be done faster than that
