they're more rational because the ruling family has a very strong interest in preserving their state so their children can inherit their little private empire. they know that in a hot war against seoul they have very little to win and very much to lose. status quo is their best option, and their nuclear program is aimed at defending that status quo forever. it sucks for all the poor koreans who live as state owned slaves under the kim dynasty, but as long as nobody touches their territory, the norks are not a threat to anybody outside their own prison-state.
