That is a good ideal but it's not as if an elected representative couldn't be like that either. I think honesty is just not an asset in politics since there's a lot of trash to take out. In other words, a dishonest political figure is going to be more effective than an honest one, and dictators are more effective than your average politician, so between the two options the dishonest dictator would be the most effective. Now, what they use that dishonesty for, that's where things can vary a lot.
