I struggle with declaring it a human right due to certain mentally ill people and/or drug addicts who are incapable of looking after a home. I believe the government should do what they can within reason to make sure all citizens have shelter but they shouldn't be forced to keep rehousing people who neglect their homes to the point they are unlivable which would become a finacial burden on the system.
