My understanding from people who have served in both branches is that the Navy was always quite touchy about the subject given the stereotypes and was the only branch to actively seek out gay men to throw out. The Marines before, during, and after DADT never cared and probably always had the highest proportion of gays. It's pretty well known in some communities that if you want a fun time with a really masculine power bottom, just open up Grindr near a marine base.
