A group bent on screwing over NYC would probably find it more useful in a detonation in the air at a few hundred feet over Newark airport.
The target would be the Ports of New York and New Jersey and wind forecasts usually have it blowing North, right into Manhattan.
That would irradiate the port making it useless for cargo and sicken most of the residents of NYC with the resulting fallout.
A ground burst would generate more fallout but it would confine the damage. Furthermore, the NYC area is full of radiation detectors so even the inept NYPD might be able to stop detonation. A high altitude airburst could be a possibility but the effects of EMP is limited and only nation states have the capacity of building a launch vehicle without a Fed raid.

The article you are responding to is also making a rosier picture with the data. The implication here is that the vast majority of Democrats are turned of but will immediately sign back on if they have to choose between Trump or Biden.
What the article leaves out is that there is a third option. "Do not vote". But it also buries the lead. That 92% is the number of voters -who don't flip party-.
That's... shockingly bad. That means 8% of Democrats, according to this poll not according to me, would -vote Republican-. That is the equivalent to a net shift of ~4-6% in the general election. Not including any reduction in the vote or increased voter enthusiasm for Republicans or the polls own stated horrifically bad independent results . That would be impressively bad. That is every single swing state not only lost but lost handily as those vote margins are generally within 5%. Including in the other three factors that is even Blue states suddenly being well within reach.
And this is from a -left-wing- poll.
Challengers, plural. I know you mean a specific person but I have first-hand, personal knowledge not only of other opportunists who see a chance when they'd normally be shoved down. But that those people are now actively seeking to create political campaign teams.
