Edit: I don't see any letter on the side of that truck, so I'm leaning it's actually Ukrainian.

It's to make them detonate before hitting the armor. It has nothing to do with the fuzes beyond making the missile detonate before its optimal detonation distance. A Javelin uses a shaped charge just like damn near every other missile/rocket which is designed to penetrate armor. Thus it does have an optimal detonation distance.

the casualties are clearly exaggerated, but it’s pretty evident the russians are absolutely retarded and are getting their shit pressed in hard, their fucking vehicles are running out of gas and they are fucking stranded, vehicles abandoned, etc.
